Director of Privatization
The Position
The Director of Aberdeen Proving Ground (APG) Privatization is a newly-established position, charged with the responsibility for planning, supervision and management of the water production, water storage, water distribution, sewage collection and sewage treatment services that the City of Aberdeen provides to the Aberdeen area of the Aberdeen Proving Grounds (APG). The City provides water and wastewater services to APG per the terms of a contractual agreement. The Director of APG Privatization will serve as the primary liaison between the City of Aberdeen and APG, managing strategic long-range planning for the post’s present and future water and wastewater needs as well as overseeing the staff providing the service. The City of Aberdeen owns and operates one water and one wastewater treatment plant, which are fully dedicated to APG and staffed by 27 full-time equivalent (FTE) employees. The Director of APG Privatization will be responsible for overseeing the operations at these treatment plants, as well as monitoring and supervising the maintenance of the water and sewer systems on post. The FY 2011 budget for the City’s APG Privatization operations is $10 million.
The City of Aberdeen operates under Council-Manager form of government, with a non-partisan Mayor and four council members elected at-large for four-year terms. The Director of APG Privatization will report to the City Manager.
Requirements include a bachelor’s degree in civil engineering or a related field, and five years of progressively responsible experience in a public works-related position. Certification (or eligibility for certification) as a Professional Engineer in the State of Maryland is required. Applicants must demonstrate working knowledge of modern water production and wastewater processes, as well as the ability to estimate and plan for water and sewer needs of a jurisdiction or operation. The hiring range for the Director of APG Privatization is $80,000 – $90,000 and is supplemented by an outstanding City benefits package.
The Ideal Candidate
Aberdeen is looking for a talented, experienced, licensed professional engineer with experience in management and long-range planning for water and wastewater systems. The ideal candidate will have demonstrated leadership ability, as well as extensive management experience with comparably-sized water and wastewater operations. The candidate will have a working knowledge of water production processes, including surface treatment, well treatment and reverse osmosis, as well as a working knowledge of modern wastewater processes, including ENR. The ideal candidate will understand hydrology and have experience in NPDES and MDE permitting and compliances. The Director of APG Privatization should possess strong communication skills in order to serve as an effective liaison in supporting the partnership relationship between the City of Aberdeen and public works division of APG. The candidate has shown his/her creativity and management skills by leading and motivating staff with limited resources.

Aberdeen, the Home of Opportunity, is located in Harford County, and is adjacent to the Aberdeen Proving Ground. It is also the home of several successful, thriving businesses, including Frito-Lay, Clorox, Saks Fifth Avenue, Rite Aid, and Pier 1 Imports. The Aberdeen Proving Ground is the epicenter of approximately 20,000 new jobs coming to the Aberdeen area under the Federal Base Relocation and Closure (BRAC) Act. Aberdeen has an excellent transportation network, with easy access to the major northeast corridor via Route 40, Interstate-95, Amtrak, and Maryland’s MARC train service.
About the Aberdeen Proving Ground
Aberdeen Proving Ground (APG), the Army’s oldest active proving ground, is one of the world’s foremost research, development, testing, and training facilities for military weapons and equipment. APG is comprised two principal areas: Aberdeen (northern area) and Edgewood (southern area). It occupies more than 72,500 acres in Harford County, Maryland. More than 7,500 civilians work at APG, and more than 3,900 military personnel are assigned there. In addition, there are nearly 3,000 contractor and private business employees working on the Proving Ground. There are 2,700 military family members living on the post. The post is Harford County’s largest employer and one of the largest employers in the state of Maryland.
Compensation
The salary range is $80,000 – $90,000 with outstanding benefits.
