Assistant Township Manager – Exeter Township, Pennsylvania The Position Exeter Township is governed by a five-member Board of Supervisors, elected to six-year terms. The Board of Supervisors appoints a Township Manager to oversee the day-to-day administration of the organization. Exeter has the following departments and services: Administration, Finance, Engineering, Parks, Recreation, Library, Police, Highway, and Wastewater. Fire services are provided by the Exeter Township Volunteer Fire Police Department. Exeter also owns the Reading Country Club. The club includes a public golf course and restaurant. Management of the golf course and restaurant is contracted to two private companies. Exeter’s total FY2017 general fund budget is $10,250,000. The capital budget is $2,000,000. The sewer fund budget is $5,000,000 with a capital budget of $5,000,000. The Township has 75 full-time employees. Requirements The requirements for the position include a master’s degree and three years of local government experience. Preferred qualifications include strong writing and budgeting skills, experience using social media and website management, and a track record of success with business and civic engagement. The Ideal Candidate The ideal candidate for Exeter’s next Assistant Township Manager will be an organized, optimistic, local government management professional. This person will be a visionary, able to manage long term projects while continuing to work on day-to-day issues. He or she will be a strong communicator, at ease speaking with all audiences and using a variety of tools, including social media, to reach residents and businesses. He or she will also have outstanding written communication skills with the knowledge and capability to write and manage grants. The ideal candidate will have strong financial and analytical skills, able to further develop and manage the Township’s budgeting process. He or she will be able to balance conflicting interests and priorities, yet also be decisive and provide clear recommendations to the Township Manager. The ideal candidate will be a collaborative team leader, comfortable giving direction and empowering staff to ensure the long-term success of the organization. He or she will also be self-motivated, able to work with a fast-paced change agent, while also able to understand the pace of government. The ideal candidate will be adept at building and maintaining partnerships with staff, government, private, and other community organizations. The next Assistant Township Manager will be innovative, energetic, and personally invested in promoting Exeter. The Community Exeter Township, Pennsylvania, (one of three “Exeter Townships” in Pennsylvania) has a population of 25,550 and is a second-class Township. Exeter Township is located in Berks County approximately twenty minutes from King of Prussia (suburban Philadelphia) and seven miles east of the City of Reading. The Township is approximately twenty-four square miles and is bordered by the Schuylkill River to the south. Adjacent communities include St. Lawrence Borough, Lower Alsace Township, Alsace Township, Amity Township, Cumru Township, Oley Township, Robeson Township, Mount Penn Borough, and Birdsboro Borough. The Parks and Recreation Department manages nine facilities and runs Township recreational activities and special events. Amenities include pavilions, tennis courts, volleyball, basketball, play areas, horseshoes, athletic fields, a skate park, and walking/biking trails. The Township also prides itself on hosting many special events such as the Easter Egg Scramble, Exeter Games, and a Hayride and Haunted House. The Township owns The Reading Country Club which features a 6,162 yard, par 71 golf course, club house, and restaurant, all set on a 134-acre property. Exeter has an excellent school district which is made up of three elementary schools, one middle school, one junior high, and one senior high. Compensation The expected hiring range is $95,000 – $110,000, depending on qualifications, with an excellent benefit package.
