Township Administrator – West Chester Township, Ohio The Position West Chester’s next Township Administrator will have the exciting opportunity to serve Ohio’s largest township and “One of America’s Best Places to Live.” West Chester lies within the Cincinnati Arch and is committed to superb customer service with an emphasis on integrity, fiscal responsibility, and open communications. It is a lean and fiscally sound government known for exceptional services provided to a vibrant community. The Township Administrator is appointed by and serves at the pleasure of the Board of Trustees. The Township Administrator is responsible for the implementation and administration of the policies and resolutions of the Board, managing and directing the daily operations of all Township departments and divisions, and ensuring the overall efficiency and effectiveness of all Township functions and activities. The Township Administrator oversees 10 direct staff including the Fire Chief, Police Chief, Finance Director, Communications and IT Operations Manager, Community Services Director, Integrated Multimedia and Marketing Director, Human Resources Manager, Community Development Director, Executive Assistant, and Management Analyst. The Organization West Chester Township voters elect three members who serve four-year terms on the Board of Trustees. They make decisions and set priorities regarding West Chester Township. Voters also elect the Township Fiscal Officer who is responsible for recording the proceedings of the Board of Trustees meetings and provides oversight of the fiscal matters of the Township. West Chester is a full-service local government organization with over 200 full-time and 100 part-time employees. The 2017 General Fund Budget is $7.3 million and includes activities from Administration, Community Development, Community Services, Finance and Information Technology, Parks, and Senior Van. The 2017 Roads Fund budget is $5.8 million and 2017 Capital Improvement Projects are budgeted at $33.6 million. Requirements The minimum qualifications for this position include a bachelor’s degree in Public Administration or a closely related field and considerable experience in township, county, or municipal government. Preferred qualifications include a graduate degree in Public Administration or a closely related field and experience with and knowledge of Ohio townships, experience working with TIFs, and skills in land use planning and zoning. Also preferred is experience working in a larger, full service community. Residency is required within one year of appointment. He or she will be a visionary, adept in anticipating future issues and proposing creative approaches to ensure the sustainability of the community. The Township Administrator will be apolitical, diplomatic, and a strong leader who can balance conflicting interests and priorities, while providing clear direction for the organization. He or she will be confident in staff and empower them to be successful in delivering high quality services to the community. The ideal candidate will be honest, accountable, and able to take personal responsibility for his or her actions. West Chester’s next Township Administrator will have proven experience in managing a high quality, full-service community. The ideal candidate will be active and visible in the community, personally invested in West Chester, and will act as an ambassador to the community. The Community Strategically located between Cincinnati and Dayton on the I-75 corridor, West Chester encompasses almost 35 square miles and is home to over 63,000 residents and more than 3,600 businesses with daytime populations swelling to an additional 72,000. More than just a sleepy suburb, West Chester is a sophisticated community with a diverse and vibrant local economy and urban energy fueled by first-to-market dining and entertainment venues and great events. West Chester hosts two outdoor summer concert series, a weekly farmers market, national sporting events, and several summer festivals. In addition to its proximity to the rich cultural offerings of Cincinnati and Dayton, West Chester possesses an active arts and sports community and is home to the National Voice of America Museum of Broadcasting, where the story of international broadcasting comes alive in an iconic art deco building that was once home to the International Voice of America radio broadcasts. Compensation The expected hiring range is $125,000 – $150,000, depending on qualifications, with an excellent benefit package.
