Chief Financial Officer – Rochester Hills, Michigan The Position The next Chief Financial Officer (CFO) of the City of Rochester Hills will join an organization that continues to be nationally recognized for fiscal excellence and work in a community known as one of the best places in the country to live, work, and raise a family. The CFO reports directly to the Mayor and works to support the City’s goal to “establish policies for fiscal responsibility that ensures short and long term prosperity through effective fiscal planning and efficient management of taxpayer’s assets.” The CFO is responsible for the overall direction and operating activities of the budget (operating, capital, and special funds), purchasing, accounting, and treasury divisions, which consist of 16 full-time and one part-time staff members. The CFO is also responsible for risk management and serves as trustee on the City’s pension plan, Retiree Health Care Trust, and other trust plans of the City. The City of Rochester Hills is in excellent fiscal health. The City’s total budget for FY2016 is $126 million. The City operates with 32 funds, including the General Fund and a variety of Special Revenue, Debt Service, Capital Improvement, Enterprise, Internal Service, Trust & Agency, and Component Unit funds. Of these, the $22 million General Fund supports the operational expenses of most City departments. For all of these funds, the City maintains a healthy fund balance in excess of $50 million. As a result of prudent fiscal management, the City received a AAA bond rating from Moody’s Investors Services from their 2015 surveillance review, a AAA bond rating from Standard and Poor’s during their 2014 surveillance review, and continues to maintain AAA from Fitch Ratings. The City’s independent auditor, Plante Moran, recognized the City as being in the top 5% of all cities they review in the State of Michigan for desirable financial position. The City has received national recognition for its work including the Certificate of Achievement for Excellence in Financial Reporting, Debt Management Policy Certification, Distinguished Budget Presentation Award, Popular Annual Financial Reporting Award, and Achievement of Excellence in Procurement Award. The Organization In November 2015, Mayor Bryan Barnett was elected to an unprecedented third term as a write-in candidate. Mayor Barnett has worked tirelessly to define the Rochester Hills brand – innovative by nature. His leadership has earned Rochester Hills a reputation for excellence and innovation. Mayor Barnett serves as the City’s Chief Executive Officer, responsible for all City operations including the City Clerk, Assessing, Management Information Systems (MIS), Human Resources, Fiscal, Treasury, Building & Ordinance, Parks & Recreation, Public Service, Planning & Development, and Fire functions. The City contracts with Oakland County for police protection. City services are provided by 215 full-time and 167 part-time employees, excluding elections employees. Rochester Hills operates with the Mayor-Council form of government. The City Council consists of seven council members, four of which are elected by district and three are at-large members. The Mayor and Council are each elected to four-year terms and can serve no more than two terms for a maximum of eight years. Requirements Requirements for the position are a bachelor’s degree and at least 10 years directly related experience or a master’s degree and more than five years directly related experience. Treasury knowledge and management and Certification in Accounting or Finance, e.g. CPA, CMA, CPFA or GFOA certification, is preferred. Residency is preferred, but not required. The Ideal Candidate The ideal CFO candidate is a skilled financial professional who will maintain and build upon the City’s strong financial position through innovation, strategic management, and forward-thinking leadership. Rochester Hills’ CFO will steadfastly protect the City’s fiscal health, while at the same time seeking innovative approaches to financial management. The ideal candidate is a seasoned communicator, able to effectively continue the City’s history of transparent financial management to the public and elected officials. The CFO must be able to articulate complex issues and long-term implications in a way that can be understood by various audiences. The CFO will have a history of earning the trust, respect, and confidence of the staff, elected officials, and public in the communities in which he or she has served. The CFO must instill trust within the organization and the community, and work collaboratively as a team player within the City to achieve shared goals. The CFO will be a confident leader, able to provide direction and inspiration to staff, and build a team environment among all divisions under his or her direction. The ideal candidate has proven his or her ability to manage as a director or assistant director in a complex local government organization. He or she will have working knowledge of all areas of municipal finance, including budgeting, forecasting, fund accounting, treasury, investments, and public procurement. Municipal experience in Michigan and familiarity with Michigan tax and investment law is desirable, but not required. The Community Rochester Hills is located in northeast Oakland County in the northern outskirts of the Metropolitan Detroit area. The City is 32.91 square miles and has a population of 73,125. Over the last 14 years, the population has increased by 6%. Rochester Hills has been developed according to its Master Land Use Plan. It has become home to an array of industries, including computer technology, electronic research, development and manufacturing, plastic injection molding, tool and die, precision machine tool fabrication, structural engineering, and warehousing and distribution. The community boasts more than 1,000 acres of parkland. Outdoor enthusiasts can enjoy everything from tennis and golf, to boating and fishing, jogging or bicycling at Rochester Hills’ parks.
