City Administrator – Chesterfield, Missouri

The Position

Chesterfield, Missouri’s next City Administrator has an opportunity to lead a dynamic organization in a community that has become a role model of superior municipal service delivery, has a thriving business base, and residents who are proud to call this city of just 30 years home. The City Administrator, who will be only the second person to fill that role in Chesterfield’s history, is responsible for the general control, administration, and management of the City.

The City Administrator appoints and discharges employees, prepares and submits the annual operating budget to City Council, and makes formal recommendations for amending/updating the five-year budget. The City Administrator also serves as the Director of Administration.

The City Administrator is appointed by the City Council with the approval of the Mayor and serves as the Chief Administrative Officer of the City. He/she is responsible for the administration and management of the business. Employees of the City are subject to the direction and supervision of the Mayor and City Council. The City Administrator may be removed from office at will by the Mayor with the consent of a majority of the members elected to the City Council, or by a two-thirds vote of all members elected to the City Council independently of the Mayor’s approval or recommendation.

The Organization

Chesterfield is served by a Mayor, elected to a four-year term, and eight councilmembers who serve two-year terms. Two councilmembers each represent one of the community’s four wards.

The municipal organization is divided into five administrative areas under the supervision of the City Administrator: Finance and Administration, Police, Public Services, Community Services, and Economic Development. Fire service is provided to Chesterfield by two fire districts: the Monarch Fire Protection District and the Metro West Fire Protection District.

Chesterfield’s total FY2016 budget is $43,269,218. Its general fund budget is $19,880,755, and it has more than 40% in its fund reserves. The City has 245 employees.

Requirements

Requirements are a master’s degree in public administration, business administration or a closely related field and 10 years of progressively responsible experience in a local government organization. Preferred qualifications are strong financial management skills, significant economic development experience, and proven leadership in developing and working with a high-performing staff. Residency is not required.

The Ideal Candidate

The ideal candidate will be a consensus builder, able to help craft a vision, set priorities, and develop a plan to accomplish community goals. He or she will be passionate about serving Chesterfield and will be approachable, easily engaging community partners, businesses, residents, and employees. Chesterfield’s City Administrator will be visible in the organization, in the community, and in the region. The candidate will have experience in a complex organization that provides a diverse span of services and be able to quickly learn about the City’s complicated tax and financial structure. The candidate will bring fresh ideas to delivering services in Chesterfield and have a proven ability to effectively manage large scale, multi-phase projects. The ideal candidate will be politically savvy, with a demonstrated ability in working across governmental lines to advance Chesterfield’s objectives. The candidate will have integrity and will be a leader of the City staff, bringing fresh ideas to help provide solutions to emerging issues in Chesterfield. He/she will identify and develop staff, allow them to perform their jobs, set them up for success, and hold them accountable.

The Community

Chesterfield, with a population of 47,749, was incorporated not quite 30 years ago in 1988 and is located 25 minutes west of downtown St. Louis along Interstate 64. Office buildings, tree-lined neighborhoods, retail venues, and rustic horse farms come together in 32-square miles of rolling hills and lush green valleys.

According to the City’s own website, there is something to do for everyone in Chesterfield. Take in the free Sounds of Summer Concert Series at the Chesterfield Amphitheater and the Chamber of Commerce Free Concert Series at Faust Park or get in touch with nature at the Botanical Garden’s Butterfly House. With over 488.5 acres of parkland, families can spend a morning at the Chesterfield Valley Athletic Complex and cool off at the Family Aquatic Center in the afternoon. The Chesterfield Amphitheater also offers concerts, movies, and other exciting events throughout the year. Enjoy a relaxing concert listening to the talented St. Louis Civic Orchestra at Logan College or go shopping at Chesterfield Mall or one of our great outlet malls.

Keeping fit is easy with numerous walking trails, including the Riparian Trail or the Monarch Chesterfield Levee Trail that will soon encompass the entire Chesterfield Valley. Join the YMCA or the Jewish Community Center for the complete fitness experience.
For the third consecutive year, Chesterfield has been named as a Playful City USA for its innovative ideas to create a playable place for kids, families, and communities and for its work in elevating the importance of play. It has also received the designation as a Tree City USA for 18 consecutive years.

Chesterfield also offers a host of shopping and dining opportunities. Its retail shops range from family-owned stores to big box retailers, shopping malls to outlet malls. And there are more than 150 restaurants to please your palette.
It’s also easy to find just the right housing option to make Chesterfield your home. The City boasts a range of housing options from single-family homes to apartments to condominiums. It also offers several retirement communities that have independent living, assisted living, and/or nursing home care.

Two top-rated public school districts serve the Chesterfield community. The Parkway School District is “Accredited with Distinction” by the Missouri Department of Elementary and Secondary Education and has also earned a “Distinction in Performance” rating on its Annual Performance Review since 2001. Nearly 19,000 students attend in this district with 18 elementary schools, five middle schools, and four high schools. The Rockwood School District holds a “Distinction in Performance with High Achievement” from the Missouri Department of Elementary and Secondary Education and received a “Gold Medal” rating from Expansion Management Magazine. The district serves roughly 22,300 students with 19 elementary schools, six middle schools, and four high schools. There are also numerous private and parochial school options available in Chesterfield and in the surrounding area.
