City Administrator Mequon, Wisconsin The Position The City Administrator serves as the City’s chief administrative officer and manages the daily operations of the City. All department directors report to the City Administrator, who also serves as the City’s Chief Budget Officer and City Clerk. However, most of the clerk’s statutory duties have been assigned to the Deputy City Clerk. The City has approximately 115 full-time equivalent employees and 50 paid on-call employees in the following departments: administration, assessor, attorney, clerk, community development, engineering, finance, fire/ambulance, forestry, human resources, inspections, parks, police, public works, water and wastewater utilities . The City’s 2014 General Fund budget is about $15 million. Its total budget is about $18.9 million, including $2.8 million for debt service that has financed more than $15 million in road projects since 2008. The overall budget with utilities and capital project funds is approximately $30 million. Mequon is governed by a nine-member body, comprising the Mayor and the eight-member Common Council. The Common Council operates with four standing committees: finance-personnel; public safety; public welfare; and public works. These committees make recommendations to the full body regarding municipal projects, facilities, services, finance and personnel as well as issues of health, safety, and welfare of the community at large. Requirements The position requires a master’s degree in public administration and minimum of 7 years managerial experience as a city administrator/manager, assistant city administrator/manager, or department director with equivalent combination of training and experience. Experience developing a budget and managing staff are also required. Preferred qualifications include experience with economic development, long-term financial planning, public safety, labor agreements, and utilities. ICMA-CM is preferred but not required. The Ideal City Administrator Mequon’s ideal City Administrator will be responsive, hard-working, honest, and approachable to the governing body, staff and citizens alike. He or she will be able to develop strong relationships with citizens, community partners, businesses, and with department heads and other staff. He or she will be able to work effectively with people who have high expectations from their local government, promoting an organizational culture of responsiveness, accountability, excellence, and professionalism. He or she will exhibit moral courage to stand up for what is ethical, remain calm and confident in the face of difficult decisions, and exhibit sound judgment at all times. The ideal City Administrator will be an innovative problem solver who can work with all stakeholders to address community issues and help find common ground and foster consensus on issues with residents, businesses, and the Common Council. He or she must be an effective communicator, be able to easily articulate community values, vision, and goals, and translate them into implementable actions. The ideal City Administrator also will be patient, fiscally prudent, and have a good sense of humor. The Community Mequon, which is 47 square miles with a current population of 23,300, sits on the western shores of Lake Michigan, just north of Milwaukee. This beautiful community has lakeshore bluffs, stately homes, farmland, and expansive open space. It has numerous parks, five golf courses, excellent trails within the City and connecting to other communities, and access to the scenic Milwaukee River. The City has preserved its rural heritage with high development standards and low-density zoning regulations. Fifty percent of the land in the City is undeveloped, with most of that still being farmed. The City has an outstanding quality of life, which is important to residents in both the rural and more suburban parts of the community. The physical beauty of the City is visible not just with spectacular lakefront views but also in its rural areas. The City has one of the lowest tax rates in the area. Its median household income is $106,733, the median age is 47.3, and 60 percent of the residents have a bachelor’s degree or higher. The Mequon-Thiensville School District is ranked the #1 K-12 School district by the Wisconsin Department of Public Instruction and Mequon is home to Concordia University Wisconsin and the North Campus of the Milwaukee Area Technical College. Mequon was named one of the 10 safest cities in Wisconsin by SafeNet, boasting one of the lowest property and violent crime rates in the state and includes abundant, public parks and open spaces. It is a safe, fiscally conservative, and well educated community. Compensation The expected hiring range is $110,000 – 130,000, depending on qualifications and experience, with an excellent benefits package.
