Code Supervisor Town of Berwyn Heights, Maryland The Position The Code Compliance Department ensures the health, safety and wellbeing of Town residents by enforcing building, property, and environmental codes. The Department upholds the community’s standards and enhances property values through its comprehensive code compliance program. The Code Supervisor manages the daily operations of the Code Compliance Department, serves as a working supervisor to two part-time code officers and one part-time code clerk, reports to the Town Administrator and acts as a liaison to a Councilmember Department Head. The primary duties of the Code Supervisor include the following: Administers a comprehensive licensing program for rental units, including on-site inspections, to confirm the living space, structural integrity, plumbing, electrical and fire safety measures are in compliance with the applicable ordinances, statutes, codes, and regulations. Inspects residential and commercial properties to ensure compliance with environmental ordinances, statutes, codes, and regulations, including well-kept lots and noise level restrictions. Meets with owners regarding findings when necessary. Reviews plans, issues permits, monitors construction, and counsels architects, builders, designers, and public on code and procedural issues, especially for road and right-of-way work in Town . Assists in development of code compliance ordinances and amendments to existing ordinances. Presents information in public meetings to the Mayor and Town Council, advisory boards, and the general public. Represents the Town at meetings and hearings as required. Develops department’s annual operating and capital budgets for submission to Town Administrator and presentation to the Mayor and Town Council (approximately $106,000 for FY2015). Responds to citizen inquiries and complaints. Responds to off-duty calls for emergencies or other duties when necessary. Serves as a member of Maryland Code Enforcement and Zoning Officials Association. Berwyn Heights has a five-member Town Council with a Mayor, Mayor Pro Tem, and three Councilmembers who govern the Town. Each member of Town Council serves as a liaison to one of the five core functions of Town government. Requirements Minimum requirements for the Code Supervisor are an Associate’s degree from an accredited college or university in architecture, engineering, or a related field. Two years of supervisory experience and two years of local government inspection experience is preferred. Proficiency in Microsoft Office Suite and use of internet is a must. Fluency in Spanish and American Association of Code Enforcement (AACE) certification as a Code Enforcement Administrator are preferred, but not required. The Code Supervisor will work collaboratively with other departments and residents to solve community problems creatively, will communicate directly and diplomatically with residents, and stay focused on achieving compliance. He/she will be able to stand firm when needed, clearly document all noncompliant items, manage multiple projects and priorities at one time, and balance the need to be detail-oriented while achieving Town Council priorities. The ideal candidate will be an empathic listener, gracious under pressure, and a clear communicator. The Community Berwyn Heights is a safe place to raise children and take an evening stroll after dinner. The Town is located north of Washington, D.C. in Prince George’s County, just inside the I-495 Capital Beltway and only 13 miles from the White House. Berwyn Heights is a very youthful community, with a median age of 34.9 and almost 90% of its residents 64 years of age or younger. The median household income is $96,771. Shaded by mature trees, the 1,027 single-family homes comprise a variety of architectural styles: from ornate Victorian and practical American foursquares to the post-war splitlevels and ramblers of the 1950s and 60s. It is within walking distance of the University of Maryland and a short drive to such federal agencies as the Beltsville Agricultural Research Center, National Archives and Records Center and the NASA Goddard Space Flight Center. The 3,123 residents of the Town of Berwyn Heights enjoy easy access to the cultural amenities of the greater Washington, D.C. area. It is a short Metro ride to downtown Washington and a short drive to Annapolis and Silver Spring. Malls, libraries, restaurants, shops, and other services are less than 10 minutes away. Recreation opportunities abound, with easy access to the Greenbelt National Park, the Patuxent National Wildlife Research Refuge five miles north and east, and the 38 acre Lake Artemesia Natural Area and the Indian Creek Park a few steps from the Town Administration Building.
