County Attorney

The Position

Loudoun County, VA, is seeking an accomplished, experienced County Attorney for the position of County Attorney. The County Attorney is appointed by and serves at the pleasure of the Board of Supervisors.  The County Attorney advises the Board of Supervisors and all County boards, commissions, agencies and officials; represents the County in all judicial proceedings and before administrative agencies; interacts frequently with the attorneys from the Loudoun County Public Schools and the towns within the County; provides legal services in transactions involving the County; including contracts, financings, real estate transactions, bonds and dedications with land applications, prepares and review ordinances and regulations; and any other matter that requires legal advice or representation of the County. This includes the following areas:

The County Attorney’s Office

The County Attorney oversees the Department’s $2.6 million FY 2014 budget and a staff of 20, including three Deputy County Attorneys, nine Assistant County Attorneys, four paralegals, three legal services assistants, and one administrative manager.

Requirements and Preferred Qualifications

Requirements include a JD degree, Virginia Bar membership, and 10 years practicing law, including supervisory experience.  Preferred qualifications include legal expertise in land use, employment, litigation, legislative, public finance, and local government legal experience. Residency in Loudoun County after acceptance to the position is strongly desired.

The Ideal Candidate

The ideal candidate will be an experienced attorney who has the highest level of integrity, provides exceptional legal advice, understands how to carry out public policy passed by the Board of Supervisors, and has a demonstrated track record in leading and managing legal staff.  The next County Attorney will be knowledgeable in local government law, can advise and mentor staff on legal matters, and will carry out the vision set forth by the Board of Supervisors.  The ideal attorney will have a proven track record in litigation and be able to develop a strategy for defense, as well as be proactive in asserting the County’s position through well-crafted legislation and regulations.  The ideal candidate will have hands on experience in all aspects of zoning, land use, and Virginia’s proffer system as well as expertise in land acquisition, bonds, and public financing of major capital projects.  The next County Attorney will work collegially with the County Administrator, constitutional officers, and County staff, and be a partner in developing creative options to solve complex local government problems based on sound legal advice.  The ideal candidate will have outstanding communication and negotiation skills, be able to succinctly distill complex legal issues, and provide options for overcoming obstacles. The County Attorney will be politically astute, responsive, be able to work deliberately with a sense of urgency, and have excellent prioritization skills.  The ideal County Attorney will bring fresh ideas, proven expertise, and a strong sense of ethics to the position.

Board of Supervisors

Loudoun County is governed by a nine-member Board of Supervisors.  The Chairman of the Board of Supervisors is elected by the voters at large.  The other supervisors are elected from each of eight districts in the County.  All nine members serve concurrent four year terms.  The Board of Supervisors appoints the County Attorney.

Loudoun County VA, “DC’s Technology Corridor,” is an innovative, globally competitive community known for its favorable business environment, exceptional quality of life, and strong sense of community.  Located in northern Virginia, approximately 45 minutes northwest of Washington D.C., Loudoun County is a growing and thriving community of more than 336,000 residents. The County’s eastern area is mainly suburban in character while its western area is more rural, including small towns, horse farms, and more than 160,000 acres of well-preserved open space. The County includes Dulles International Airport in the southern part of the County, a major facility serving nearly 30 million passengers every year. Additionally, the Washington D.C. Metro is currently expanding into Loudoun County with the extension of the Silver Line—scheduled for completion in 2018—which will allow residents to travel conveniently into Washington, D.C.  Ranked by Forbes Magazine as the wealthiest County in the United States in 2012, Loudoun is also the second fastest growing County in the nation.

Compensation

The salary range is $185,000 – 200,000 (depending on experience and qualifications) plus an excellent benefits package.
